Toba Samosir Regency was expanded from the District Level II after a long period of time and went through a variety of processes, eventually materializing into a new regency with Law No. 12 of 1998 concerning the Establishment of Toba Samosir Regency and Mandailing Natal Regency in North Sumatra. Toba Samosir Regency was inaugurated on March 9, 1999 at the Office of the Governor of North Sumatra by the Minister of Home Affairs Mr. Syarwan Hamid on behalf of the President of the Republic of Indonesia and inaugurated Drs. Sahala Tampubolon as the Regent of Toba Samosir. At that time, the Regency Secretary was Drs. Parlindungan Simbolon. Followed in 2000 was held the election for the Regent and Deputy Regent of Toba Samosir, with the results were chosen Drs. Sahala Tampubolon as the Regent and Maripul S. Manurung, SH., as the Deputy Regent, for serving period 2000 - 2005, the inauguration was held on June 27, 2000 in Balige.

At the beginning of its formation, the regency consisted of 13 (thirteen) districts, 5 (five) sub-districts, 281 villages and 19 urban-villages. Along with the journey of government in this regency the number of sub-districts has gradually changed. In early 2002, 5 new sub-districts were formed, namely defining 4 (four) definitive sub-districts and forming 1 (one) new sub-district. The five districts are Ajibata, Pintu Pohan Meranti, Uluan, Ronggur Nihuta and Borbor.

The condition of sub-district expansion continued until the end of 2002, where there were strong community aspirations in voicing the division of the Harian District into two sub-districts namely Harian and Sitiotio as new sub-districts. The strong aspiration for the formation of the sub-district was well responded by the Government of Toba Samosir Regency because it was supported by the facts of the community's problems in terms such as geographical conditions and many others. This Regent's decision was strengthened by the enactment of Regional Regulation No. 13 of 2003 concerning the Establishment of Sitiotio District in Toba Samosir Regency.
